The Beginning of the Story Line of STING.....the Saga continues
History is likely to record that the Reagan Years were the years when the world, at long last, came to grips with the plague of terrorism. For too long, the world was paralyzed by the argument that terrorism could not be stopped until the grievances of terrorists were addressed. The complicated and heartrending issues that perplex mankind are no excuse for violent, inhumane attacks, nor do they excuse not taking aggressive action against those who deliberately slaughter innocent people. The world was watching. Actions by a few Senators allowed terrorists to find safe haven in the United States, causing irreparable damage. Refusal to recognize the reality of it all, it undermined our ability to pressure other countries to extradite terrorists who have murdered our citizens. The mounting frequency and intensity of terrorist attacks in the beginning of the Reagan years triggered a recalibration of the administration’s approach to the issue. President Reagan declared that terrorist attacks were “Acts of War” and advocated a new approach to counterterrorism that emphasized offensive as well as defensive measures to stave off the threat. He codified these views later that month in a National Security Decision Directive, NSDD-179, which confirmed as official government policy that terrorists were “waging a war” against the United States and that the country must therefore “develop a sustained program for combatting terrorism.” The result reflected the more proactive counterterrorism strategy the administration had in mind, including preemptive action, deterrence, and long-term planning through a combination of political, diplomatic, economic, and clandestine measures. With an escalating series of steps to isolate “rogue regimes,” the Reagan administration aimed to preempt imminent terrorist threats, build a strong deterrent against future attacks, and create conditions inside an offending country that would prove conducive to regime change. Reagan was able to sort out which fanatics would be designated as ‘terrorists’ while ensuring that US covert actions were not so labeled because he was, when addressing the American public, fully in control of his own discourse. Indeed, in his public speeches Reagan never had to explicitly define what he meant by ‘terrorism.’ He was able to make accusations against America’s enemies based on a very broad (implicit) definition of ‘terrorism’ while simply remaining silent about the potentially ‘terroristic’ nature of the methods used by the US and its allies. Reagan had the elite of the elites at his call. Seal teams, Rangers, Delta Force, and other Special Operations groups. He recognized the issue with these groups prior to his taking office. They were all commanded and controlled by the Military. And the military solely knew what was actually occurring during their operations. And the military only disclosed to the Presidential Office, what it wanted to. President elect Reagan had many discussions with his anticipated, and closest Advisors prior to taking his oath. All agreed that the only effective way to ensure that Presidential Orders were being carried out and to receive accurate data as to the execution of those orders, a special operations group, unknown to all, and under the direct control of the White House was required for the most secretive operations.
The birth of the STING GROUP occurred at that moment in time. And enter the “Yonk”. One of the most trusted, and closest friend of Reagan’s. The “Yonk” was considered to all as the unknown back room advisor to Reagan. He was not listed anywhere within the government as an advisor, paid employee, or political hack of the President. As all would say to the people who asked who the Yonk was..... The answer was simple “You do not want to know, and forget he exists”. Reagan and the Yonk spent an entire weekend in California following his election working on how this clandestine group could be formed. And, following that weekend, Reagan’s First Presidential Executive Order was penned with the future date of January 20, 1981.
Reagan made sure of this in orders laid down in the "Presidents Book". The one paragraph in this entry which agonized every Advisor to Reagan was;
"And this Group, the keeper of the Flame of Liberty, shall report to no one, excepting fhe President and their Board of Five Overseers. These five men shall all have served in the military with distinction and have no political ties in the past. They shall be governed by no political authority nor military authority. They will be called on by the President to perform specific Taskings. However, it shall be the Groups Board decision as to whether the Presidents tasking shall be carried out. They shall be governed by no military hierarchy. They may be requested by the Chairman of fhe Joint Chiefs to assist in quasi-military operations. However, again, it shall be the sole decision of the Groups Board as to whether the operational request be carried out. This Group Shall stay in full force and effect until such time it is deemed that peace in the world does not require it. To ensure its perpetual existence, this Presidential Order may only be negated by the following actions;1. The Board of Overseers Unanimously votes to disband the Group;OR2. A Unanimous vote of all living, past and present Presidents dictate the shutting down of the Group. No single, present, President shall have the authority to disband the group, govern it, or direct its Operations." The Ghost was there when President Reagan signed this Order into "His" book of Presidential Secret Orders". The Yonk was there. And the Vice President was there. Standing to the side quietly, was another man. General Alexander Haig. Now Reagans number two man in the White House. The man, with whom Yonk conspired for so long, to make this dream a reality. Reagan, upon signing the document, turned to the Ghost and handed him the pen saying, "This is quite probably the most important document signed since the signing of the US Constitution. It is the only document ever signed which gives all power for freedom to a Group which had no governance by politicos or military entities. It gives the Flame of Freedom to five men and you, to whom I personally task to defend our peoples and freedom without regard to political atmospheres present. The weight of our country is upon your shoulders. God give you the strength to always do what is right without regard to what politicians perceive as being right. And with this signing, I remind all of you what Jefferson said one lonely night sitting in his livrary. "The Tree of Liberty must be freshened with the blood of Patriots from time to time to maintain its strength" I know, with this signature, that I have given the burden of life and death into your hands. I also know that many good men will die carrying out my taskings within this document. This lays heavily upon me. Most of us present today will be meeting our Maker within the next 15 or 20 years at best. Except for this young man next to me… the "Ghost”. He will be here as the Keeper of the Flame long after we all are gone. The real burden will be his. He has not reached the age of thirty. However, he has seen more ill will, devastation, and death during his short lifetime already, more than anyone I know. This pen is his. And all that I can say to him is every time he feels disparity in his actions defending this document, think of this day."
